Robert Niles has the best take yet on the trouble at Backfence: Fake grassroots don’t grow.
You can’t have community without staffing, and that staffing must be as passionate about the community as you hope your participants will be.

Well, except that Backfence has staff in the communities we serve, and does extensive outreach programs to community groups, leaders and individuals. The enthusiasm and support from those groups and folks has been excellent, and you can see their participation all over the sites. Indeed, the “if you build it, they will come” model doesn’t work–but that’s not what Backfence does. We’re absolutely in the communities we serve, with passionate, committed, skilled community reps and content managers.
